pursuant to this section, the Landlord may only increase the Rent in accordance with this <br />Chapter. The Landlord may not increase Rent based on cost increases, capital improvements, or <br />other circumstances that arose before the new Tenancy began. <br />SECTION 10 NOTICE OF RIGHTS UNDER THIS CHAPTER <br />In addition to all other notice requirements specified elsewhere in this Chapter, the Landlord of <br />any Covered Rental Unit or Rental Unit/Dwelling, is required to provide written notice to <br />Tenants/Residents/Mobilehome Owners of their rights under this Chapter as follows: <br />(a) Contents of Notice. The notice required by this Section must be on a form prescribed by the <br />Board and include at least the following information: <br />(1) The existence and scope of this Article; <br />(2) Tenant(s)'/Resident(s)'/Mobilehome Owner(s)'right to Petition, including a <br />description of the bases on which a Tenant/Resident/Mobilehome Owner may file a <br />Petition; and <br />(3) Where applicable, information about the applicability of the Ellis Act to the <br />Tenant(s)' Tenancy; and <br />(4) Tenant(s)'/Resident(s)'/Mobilehome Owner(s)' right to Relocation Assistance. <br />(b) Notice Required for Change in Terms of Tenancy. The Landlord must provide <br />Tenant/Resident with the notice upon serving any notice of rent increase or any other notice of <br />change in terms of Tenancy. <br />(c) Notice Required at Commencement of New Tenancy. The Landlord must provide the <br />notice on or before the commencement of all tenancies initiated after the effective date of this <br />Article. <br />(d) Language of Notice. The Landlord must give the notice to the Tenant/Resident or <br />Mobilehome Owner in the language that was used to negotiate the terms of the Tenancy (i.e., <br />English, Spanish, Chinese, Korean, Vietnamese, and Tagalog.) <br />SECTION 11 TENANT BUYOUT NOTIFICATION PROGRAM <br />(a) Purpose. The Tenant Buyout Notification Program provides for regulation, monitoring and <br />enforcement of voluntary vacancies of Covered Rental Units, or Rental Unit/Dwelling subject to <br />this Chapter occurring pursuant to a Buyout Agreement. To promote fairness during buyout <br />negotiations and agreements, this section requires Tenants/Residents be informed of their rights <br />under this Chapter before executing a Buyout Agreement.
