Police Department <br />https://www.santa-ana.org/pd <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 2, 2021 <br />TOPIC: Agreement with California Specialized Training Institute (CSTI) for UASI Training <br />Services <br />AGENDA TITLE: <br />Approve agreement with California Specialized Training Institute (CSTI) For UASI <br />Training Services for the Anaheim/Santa Ana Urban Area (Specification No. 20-062) <br />(Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a three-year agreement, with two one-year <br />renewal options, with California Specialized Training Institute (CSTI) to provide on-going <br />emergency management and terrorism training deliverables to the Anaheim/Santa Ana <br />Urban Area on an as-needed basis, for the period of December 1, 2020 through <br />November 30, 2023, and may be extended for up to two one-year periods subject to non- <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In August 2020, the Police Department issued a Request for Qualifications (RFQ #20- <br />062) to identify and qualify suitable vendors capable of delivering a broad choice of <br />homeland security related training courses taught by subject matter experts and/or <br />recognized professionals in the field of law enforcement, fire, cyber security, public health, <br />and emergency management. After a qualification evaluation, CSTI and seven additional <br />vendors were deemed qualified. <br />On December 1, 2020, the Santa Ana City Council reviewed and approved seven vendor <br />agreements for training and exercise for the Anaheim/Santa Ana Urban Area. At that time <br />CSTI, which is the training component of the California Office of Emergency Services (Cal <br />OES), indicated they would be significantly delayed in the return of their agreement. The <br />Project Manager opted to move forward with the remaining seven agreements to avoid <br />unnecessary delays in services to the Urban Area. The December 1, 2020 staff report <br />informed the City Council that CSTI was delayed due to an extended agreement review <br />process, and that the item would be presented at a future City Council meeting for <br />consideration. <br />CSTI has since returned a signed agreement to the City and is prepared to move forward <br />with the agreement. This action will add CSTI to a cadre of seven vendors approved <br /> <br />
