EXHIBIT 1 Congress in correction with awarding of any federal contract, the making of any federal grant or loan, entering into any cooperative agrennent and the extension, renewal, amendinent, or modification of any fcdeal contract, grail, loan, or cooperative agreement. The SUBRECIPIENT shall sign a certification to that effect in a fort as set forth in Exhibit C, attached hereto and by this reference incorporated herein. The SUBRECIPIENI' shall submit said signed certification to the CITY prior to performing any of its obligations under this AGREEMENT and prior to any obligation arising on the part of the CI lY to pay any sums to the SUBRI:CIPIEN'f under the toms and conditions of this AGRFFMFNT- If any funds other than Federal appropriated fiends have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of airy agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with this Federal contract, grant, loan, or cooperative agreement, the undersigned shall complete and submit a "Diaclosurc Form to Retort Lobbying," in accordance with its instructions (see Exhibit D). IV. NOTICES The SUBRECIPIENT and the CITY agree that all notices required by this AGREEMENT shall be made in writing and delivered via mail (postage prepaid); conmmcreial courier; personal dchvcay; or sent by faacsimile or other electronic means (provided that receipt is confirmed).
