Part 75. <br />2. Grants Management Officer Prior Approval Requirements. Certain changes to your project or <br />personnel require prior approval from the Grants Management Officer (GMO). (See Part II, HHS <br />Grants Policy Statement (GPS), any references in the CPS to 45 C.F.R. Part 74 or 92 are now <br />replaced by 45 C.F.R. Part 75). All amendment requests requiring prior approval must be signed by <br />the grantee authorizing official and or PI/PD and submitted through the GrantSolutions Amendment <br />Module. Only responses signed by the GMO are considered valid. If you take action on the basis of <br />responses from other officials or individuals, you do so at your own risk. Such responses will not be <br />considered binding by or upon any DASH Office or HHS component. Any other correspondence not <br />relating to a prior approval item should be uploaded to Grant Notes within the GrantSolutions system. <br />Include the Federal grant number and signature of the authorized business official and the project <br />director on all such correspondence. <br />3. Salary Limitation (Further Consolidated Appropriations Act, 2020, Div. A, Title H, sec. <br />202). "None of the funds appropriated in this title shall be used to pay the salary of an individual, <br />through a grant or other extramural mechanism, at a rate in excess of Executive Level IL" <br />The Salary Limitation is based upon the Executive Level II of the Federal Executive Pay Scale. <br />Effective January 2021, the Executive Level II salary is $199,300. For the purposes of the salary <br />limitation, the direct salary is exclusive of fringe benefits and indirect costs. An individual's direct <br />salary is not constrained by the legislative provision for a limitation of salary. The rate limitation <br />simply limits the amount that may be awarded and charged to the granccooperative agreement. A <br />recipient may pay an individual's salary amount in excess of the salary cap with non-federal funds. <br />4. Reporting Subawards and Executive Compensation. <br />A. Reporting of first -tier subawards. <br />1) Applicability. <br />Unless you are exempt as provided in paragraph D. of this award term, you must report each action <br />that obligates $25,000 or more in Federal funds that does not include Recovery Act funds (as defined <br />in section 1512(a)(2) of the American Recovery and Reinvestment Act of 2009, Pub. L. 111-5) for a <br />subaward to an entity (see definitions in paragraph e. of this award term). <br />2) Where and when to report. <br />You must report each obligating action described in paragraph A.1. of this award term to the Federal <br />Funding Accountability and Transparency Act Subaward Reporting System (FFRS). For subaward <br />information, report no later than the end of the month following the month in which the obligation <br />was made. (For example, if the obligation was made on November 7, 2010, the obligation must be <br />reported by no later than December 31, 2010.) <br />3) What to report. <br />City Council i•7/20/2021 <br />Page 5 <br />
