It will negatively impact renters, rental -housing providers, and the neighborhoods <br />where they are located, in addition to harming property values, compromising public safety and quality of life, and <br />more. <br />As a community partner and rental -housing provider in Orange County, my experience and ability to provide insight <br />could help provide potential solutions to tenants in need and would be an invaluable asset to the city in its efforts. <br />However, at no point did the city reach out to seek input from property owners or rental providers and make us <br />aware that such a proposal was being actively developed. Instead, the city blindsided rental -housing providers with <br />a proposal that: <br />• Oversteps existing state laws and imposes onerous restrictions that affect the ability to provide safe, <br />quality housing to tenants. <br />• Eliminates ability, and the ability of other responsible landlords, to control and adjust for costs that <br />impact our rental business operations. <br />o Undermines the very nature of existing housing law as it pertains to the rental industry. <br />I believe that the proposed "City of Santa Ana Community Preservation, Rent Stabilization, Tenants' Rights Act' is <br />severely flawed and punitive against rental -housing providers.
