Orozco, Norma <br />From: <br />Laurie Zebarth <Izebarth@verizon.net> <br />Sent: <br />Tuesday, September 21, 2021 9:38 AM <br />To: <br />eComment <br />Subject: <br />City of Santa Ana Community Preservation, Rent Stabilization, Tenants' Rights Act <br />Dear Councilmember, <br />I am a rental -housing provider in Santa Ana and I wish to express my opposition to the <br />proposed "City of Santa Ana Community Preservation, Rent Stabilization, Tenants' Rights <br />Act' that appears on the September 21 st city council agenda. <br />The proposal may seek to assist renters, but the effect of such over -reaching rent control <br />and just cause eviction policies will do the exact opposite. It will negatively impact renters, <br />rental -housing providers, and the neighborhoods where they are located, in addition to <br />harming property values, compromising public safety and quality of life, and more. <br />As a community partner and rental -housing provider in the city, my experience and ability <br />to provide insight could help provide potential solutions to tenants in need and would be <br />an invaluable asset to the city in its efforts. <br />However, at NO POINT did the city reach out to SEEK MY INPUT or MAKE ME AWARE <br />that such a proposal was being actively developed. Instead, the city blindsided me and my <br />fellow rental -housing providers with a proposal that: <br />• Oversteps existing state laws and imposes onerous restrictions that affect my ability <br />to provide safe, quality housing to my tenants. <br />• Eliminates my ability, and the ability of other responsible landlords, to control and <br />adjust for costs that impact our rental business operations. <br />• Undermines the very nature of existing housing law as it pertains to the rental <br />industry. <br />I believe that the proposed "City of Santa Ana Community Preservation, Rent <br />Stabilization, Tenants' Rights Act' is severely flawed and punitive against rental -housing <br />providers. For these reasons and those highlighted above, I respectfully ask that the city <br />take no further action on this matter until such time as the city can engage in additional <br />study and engage in discussions with rental housing providers in the city. <br />Sincerely, <br />Mark Zebarth <br />Sent from my iPhone <br />
