HISTORIC RESOURCES COMMISSION MINUTES 4 October 3, 2019 <br /> <br />***END OF BUSINESS CALENDAR*** <br /> <br /> <br />WORK STUDY <br /> <br />3. REVIEW THE POWERS AND DUTIES OF THE HISTORIC RESOURCES COMMISSION, <br />AND DISCUSS THE PROCESS TO FORWARD HISTORIC RELATED <br />RECOMMENDATIONS AND/OR CONCERNS TO THE CITY COUNCIL ON MATTERS <br />PERTAINING TO 1) HISTORIC APPLICATION FEES, 2) HISTORICALLY SENSITIVE <br />NEIGHBORHOODS, 3) HISTORIC RESOURCES PROTECTION AND ENFORCEMENT, <br />INCLUDING A REVIEW OF THE SECRETARY OF INTERIOR GUIDELINES AND <br />STANDARDS, AND 4) PRESERVATION OF HISTORIC TREES <br />Assistant City Attorney Storck provided an overview of the Commission’s powers and <br />duties. Key points discussed: Process for placing items on the agenda; increased frequency <br />of meetings; process for submitting Commission recommendations to City Council; <br />expanded purview to include review of “potentially” eligible structures (structures over 50 <br />years old); process for more closely reviewing materials and/or modifications to structures <br />located within a historically sensitive neighborhood; installation of plaques on historic <br />structures; and appointing HRC commissioner to the Planning Commission. <br />Case Planner Gomez provided a presentation on historic application fees. Discussion <br />ensued regarding the fee that should be charged to process an historic application and <br />alternative methods that can be used to the reduce cost of processing the application. <br />Commission suggested that fees should be anywhere from $100-$500 for self-nominations <br />to the historic register and $1,000 to $2,000 for a Mills Act applications. <br /> Commission recessed at 6:25 p.m. and reconvened at 6:32 p.m. <br />Vice Chair Schaeffer motioned to adjourn the meeting to a future date to allow more time to <br />discuss the remaining items from the Work Study. Motion was seconded by Chair Christy. <br />Chair Christy provided the opportunity for the following individuals to speak before the vote <br />was taken to adjourn the meeting: <br />• Dale Helvig commented that the Commission should have authority over “potential” <br />historical resources (not just ones on the list); opined application fees are too high. <br />• Jeff Dickman commented on vinyl windows and other materials being used on <br />structures; more neighborhoods should be designated as historic districts. <br />Commission agreed to adjourn to October 17 at 4:30 p.m. to discuss remaining Work Study <br />items.
