HISTORIC RESOURCES COMMISSION MINUTES 2 October 17, 2019 <br /> <br /> <br />Associate Planner Gomez provided a presentation on the following: <br />• Overview of Commission Powers and Duties as outlined at the October 3 meeting. <br /> Key points discussed: Expand the Commissions powers and duties to include <br />review of “potential” historic structures; age of structure when considering it <br />as a historic resource; ability to impose conditions of approval; streamline <br />process for placing items on the HRC agenda; and require a representative <br />from HRC to sit on the Planning commission. <br />• Overview of Historic Application Fees as outlined at the October 3 meeting. <br /> Key point discussed: Process for reducing application fees. <br />• Historically Sensitive Neighborhoods and Historic Resources Protection and <br />Enforcement <br /> Key point discussed: Process for designating and establishing guidelines and <br />standards for historically sensitive areas; and <br />• Preservation of Historic Trees <br /> Key point discussed: Implementation of a Tree Preservation/Protection <br />Ordinance. <br /> <br />***END OF WORK STUDY CALENDAR*** <br /> <br /> <br />COMMENTS <br /> <br />2. PUBLIC COMMENTS: <br /> <br />• Dale Helvig commented that age of the structure should not be sole factor in <br />determining eligibility as an historic resource; historically sensitive districts should be <br />protected; boundaries of districts need to be defined. <br />• Janelle McLoughlin, Chair of ETAC, reviewed criteria for tree preservation. <br />• Mark McLoughlin, Chair of Planning Commission, commented on process for <br />designating historic neighborhoods. <br /> <br /> <br />3. STAFF MEMBER COMMENTS: <br /> <br />Executive Director Thai <br />• Tree preservation is integral to Santa Ana. <br /> <br />Associate Planner Pedro Gomes <br />• Provided Chair with handouts to distribute at the 150th Anniversary celebration <br /> <br />4. COMMISSION MEMBER COMMENTS <br /> <br />All commissioners thanked staff and members of the public.
