Orozco, Norma <br />From: Julie Paule <julie@pauleconsulting.com> <br />Sent: Tuesday, October 05, 2021 12:27 PM <br />To: eComment <br />Subject: Opposed to Item #9 <br />Dear Mayor and Council Members: <br />WMA remains opposed to Item #9, Rent Control Ordinance. <br />• Sub -inflationary increases assure the city will be burdened with endless requests for MNOI special rent <br />increases <br />• Rent Control isn't means tested. <br />• Rent Control is costly to administer and there is significant legal risk. <br />• Rent Control destroys harmony. <br />• The City of Santa Ana reviewed all of Santa Ana's 29 mobilehome parks in 2019. The 288-page report <br />revealed that these private communities are well maintained, professionally managed, and no evidence <br />of widespread rent spiking throughout the city. <br />• Claims of skyrocketing rent increases in mobilehome parks haven't been vetted. There has been no fact <br />finding process. <br />• Mobilehome parkowners already administer their own privately funded subsidy through MHET. This <br />provides housing security for low income seniors in our communities. <br />• Just Cause Eviction Protections already exist in state law for all of California's Mobilehome Parks. State <br />law already provides just cause evictions for mobilehome park tenants. <br />• As an industry who has lived with just cause eviction requirements in civil code, we have found it has <br />made our communities more unsafe. Getting bad actors out of our communities requires neighbors to <br />testify against neighborsa high standard difficult to meet. <br />• Rent control erodes affordable housing in mobile home parks. It is actually more expensive to live in a <br />community with rent control than without. <br />• Case law requires tenants to pay for rent control hearings, not landlords. <br />• The city's process lacks any stakeholder input or outreach. <br />• Tenants continue to have robust state tenant protections beyond October 1st. <br />These are just a few of the points we have made throughout this rushed process. We welcome the opportunity to <br />be part of a deliberate effort to provide information on rental housing matters. However, this proposal and <br />process can not be an acceptable way to regulation Santa Ana's rental housing stock. <br />Thank you, <br />Julie Paule <br />WMA <br />
