Orozco, Norma <br />From: <br />j1k <jlk@FDSCoastal.com> <br />Sent: <br />Monday, October 04, 2021 9:19 AM <br />To: <br />eComment <br />Subject: <br />Rent Control <br />October 4, 2021 <br />Dear Mr. Mayor & Councilmembers, <br />I am a rental -housing provider in Santa Ana and I wish to express my opposition in the strongest words to the proposed <br />"City of Santa Ana Community Preservation, Rent Stabilization, Tenants' Rights Act" that appears on the October 5th city <br />council agenda. <br />The proposal may seek to assist renters, but to now consider such a proposal on the heels of nearly two years of COVID <br />restrictions wherein we housing providers were required to continue to provide housing many times without being <br />paid. We were required to provide the maintenance to maintain our investment and had absolutely no recourse if a tenant <br />did not pay. This is an egregious response to us who are loyal to our tenants, and the city in which we do business. <br />The effect of such over -reaching rent control and just cause eviction policies will do the exact opposite. It will negatively <br />impact renters, rental -housing providers, and the neighborhoods where they are located, in addition to harming property <br />values, compromising public safety and quality of life, and more. <br />We are indeed proud to provide housing in Santa Ana, in fact we provide property that is "best of the block" but with the <br />now escalation of costs that cannot be recovered, I would ask how do we providers continue to do business here? <br />As a community partner and rental -housing provider in the city, my experience and ability to provide insight could help <br />provide potential solutions to tenants in need and would be an invaluable asset to the city in its efforts. I heard the <br />comment from a Councihnember that we have to "try something different", maybe so, but this is not it! <br />At NO POINT did the city reach out to SEEK MY INPUT or MAKE ME AWARE that such a proposal was being <br />actively developed. Instead, the city blindsided me and my fellow rental -housing providers with a proposal that: <br />• Oversteps existing state laws and imposes onerous restrictions that affect my ability to provide safe, quality <br />housing to my tenants. <br />• Eliminates my ability, and the ability of other responsible landlords, to control and adjust for costs that <br />impact our rental business operations. <br />o Undermines the very nature of existing housing law as it pertains to the rental industry. <br />I believe that the proposed "City of Santa Ana Community Preservation, Rent Stabilization, Tenants' Rights Act" is <br />severely flawed and punitive against rental -housing providers who continue to provide housing to our Santa Ana <br />Residents. For these reasons and those highlighted above, I respectfully ask that the city take no further action on this <br />matter until such time as the city can engage in additional study and engage in discussions with rental housing providers <br />in the city. <br />Sincerely, <br />James J Klutnick <br />
