Orozco, Norma <br />From: <br />Sent: <br />To: <br />Cc: <br />Subject: <br />Dear Councilmember, <br />jknipf@calpracticesales.com <br />Tuesday, October 05, 2021 3:38 PM <br />eComment <br />John Knipf <br />RENTAL HOUSING PROVIDER - SANTA ANA <br />I am a rental -housing provider in Santa Ana and I wish to express my opposition to the proposed "City of Santa <br />Ana Community Preservation, Rent Stabilization, Tenants' Rights Act" that appears on the October 5th city <br />council agenda. <br />The proposal may seek to assist renters, but the effect of such over -reaching rent control and just cause eviction <br />policies will do the exact opposite. It will negatively impact renters, rental -housing providers, and the <br />neighborhoods where they are located, in addition to harming property values, compromising public safety and <br />quality of life, and more. <br />As a community partner and rental -housing provider in the city, my experience and ability to provide insight <br />could help provide potential solutions to tenants in need and would be an invaluable asset to the city in its <br />efforts. <br />However, at NO POINT did the city reach out to SEEK MY INPUT or MAKE ME AWARE that such a <br />proposal was being actively developed. Instead, the city blindsided me and my fellow rental -housing providers <br />with a proposal that: <br />Oversteps existing state laws and imposes onerous restrictions that affect my ability to provide safe, <br />quality housing to my tenants. <br />Eliminates my ability, and the ability of other responsible landlords, to control and adjust for costs that <br />impact our rental business operations. <br />Undermines the very nature of existing housing law as it pertains to the rental industry. <br />The proposed "City of Santa Ana Community Preservation, Rent Stabilization, Tenants' Rights Act" is severely <br />flawed and punitive against rental -housing providers. For these reasons and those highlighted above, I <br />respectfully ask that the city take no further action on this matter until such time as the city can engage in <br />additional study and engage in discussions with rental housing providers in the city. <br />Sincerely, <br />Mr. John Knipf — owner of a 14 unit building <br />
