Orozco, Norma <br />From: <br />Sent: <br />To: <br />Subject: <br />Dear Councilmember, <br />spmrite@verizon.net <br />Tuesday, October 05, 2021 1:52 PM <br />eComment <br />Santa Ana Rent Control <br />I wish to express my opposition to the proposed "City of Santa Ana Community Preservation, Rent Stabilization, <br />Tenants' Rights Act" that appears on the October 5th city council agenda. <br />Our family has been providing multi -family housing for decades. This included a trailer park in Santa Ana that <br />provided a unique niche of housing as it was reasonably priced so people were able to afford living there on a low <br />income. If you have ever been involved with owning and or managing property, you will know that it is a difficultjob <br />with not a large profit margin when you take into consideration all of the rising costs that are incurred by owners. I <br />don't understand why so much regulation has been put on housing providers. We don't tell supermarkets what they <br />can charge for food or restaurants what they can charge for their meals and these products/services are deemed <br />essential to the public. Now housing seems to be considered not just a right, but also monitored at a controlled <br />price. However, if rents don't keep up commensurately with other costs, people will not want to own and run <br />housing communities. Individuals and companies have been fleeing to other states to reinvest their money where it <br />will go farther without such draconian regulations. <br />It seems that by passing these measures, the city wants to own and run housing and eliminate private ownership. <br />Could this be true? If that's the goal, then so be it as we will take our investments elsewhere, but this will be <br />detrimental to our residents who have been very pleased with our management throughout the years. <br />In closing, we housing providers feel our hands are tied and we will be unable to provide economical, clean and safe <br />housing with these type of policies, especially in light of just cause eviction policies. We have a difficult enough time <br />keeping our communities drug and crime free and now it is becoming an impossible task. <br />I believe that the proposed "City of Santa Ana Community Preservation, Rent Stabilization, Tenants' Rights Act" is <br />severely flawed and punitive against rental -housing providers. For these reasons and those highlighted above, I <br />respectfully ask that the city take no further action on this matter until such time as the city can engage in additional study <br />and engage in discussions with rental housing providers in the city. <br />Thank you for your time and consideration, <br />Heidi Chew <br />
