Salvation Army Hope Center NEPA Environmental <br />Assessment and CEQA Categorical Exemption <br />PASADENA, CA <br />Year Completed: Approved September 2020 Michael Baker prepared a NEPA Environmental Assessment (EA) <br />Client: City of Pasadena and CEQA Affordable Housing Exemption report for the Salvation <br />Contact: James Wong, Senior Project Manager Army's Hope Center Project in Pasadena, California. The project <br />proposes to demolish an existing, two-story office building <br />jwong@cityofpasadena.net constructed in 1964, and in its place, construct afour-story mixed -use <br />626.744.8316 building on the southwest corner of the intersection of East Walnut <br />Street and North Catalina Avenue. The first floor of the structure will <br />be operated by the Salvation Army, providing social services for the residents of the Project and for low/moderate-income people in the <br />community. The second, third, and fourth floors of the structure will include 65 units of permanent supportive housing for single adults <br />with incomes at or below 30 percent and 40 percent of area median income, and who meet the U.S. Department of Housing and Urban <br />Development's definition of homeless. A subset of units will be restricted to Veteran's Affairs service -eligible homeless veterans. <br />As part of the CEQA and NEPA environmental document preparation, Michael Baker prepared an Air Quality technical study to quantify <br />construction and operational emissions, a Noise analysis to determine compliance with HUD's noise guidelines, and a cultural resources <br />identification and evaluation study to address requirements of Section 106 of the National Historic Preservation Act. <br />Key issues: Affordable housing development, NEPA Environmental Assessment, CEQA Statutory Exemption (affordable housing, per <br />CEQA Guidelines Section 15194) <br />
