Orozco, Norma
From:Greg Camphire <gcamphire@gmail.com>
Sent:Tuesday, October 05, 2021 4:32 PM
To:eComment
Subject:October 5 City Council Meeting - Agenda Item #22: Police Oversight
Hello Councilmembers,

As I'm sure you've heard, resident Brandon Lopez was shot and killed by Anaheim PD in Santa Ana on
Tuesday, September 28, 2021. Anaheim PD was advised that Brandon was having a mental health crisis and
chose to refuse any help from the family. Brandon was fatally shot in the back several times in front of his
family members. It is very clear to us that police are not equipped to respond to mental health crises.
Communities of color are not safe in the hands of police. Brandon was a community member of Santa Ana. He
was our neighbor. He was a father to 5 children. We demand justice for the killing of Brandon Lopez by
Anaheim PD. We demand the Santa Ana Police Department also be held responsible for their complicity in the
killing of Brandon Lopez.

Our communities demand a police oversight board that consists of the following principles:
1. An Independent board membership
2. Independent investigatory authority to review complaints and incidents
3. Ensuring Accountability & Having A Role in Discipline of Officers
4. The Power to Audit, Issue recommendations and Set Policy
5. Secure budget and staff to support the board
We need oversight with these powers and abilities that will ensure transparency and accountability for the
people of Santa Ana. We do not need a review board that will continue rubber stamping police violence.

The history of abuse and corrupt police officers is unacceptable and dangerous to the community of Santa Ana.
We cannot wait any longer for police oversight. The Santa Ana City Council must take immediate action on
police oversight to ensure the safety and well-being of those most impacted in our community.

The Santa Ana Police Department controls a large portion of the city budget yet there are no accountability
processes in place to ensure police officers are not abusing their power.

Thank you,
Greg Camphire
92701
1
