Exhibit 3 <br /> <br />YOUTH SPORTS COALITION MEMBER PROCESS <br />Toserve local youth sports organizations (Priority 2) needs equitably, the PRCSA is <br />implementing a NEW City of Santa AnaYouth Sports Coalition (YSC) to ensure the <br />process is effectiveand efficient. To qualify, organizations must meet and fulfill all team <br />A.YSCOrganization Criteria <br />1.Theorganization is a functioning entity with its own governing body (Board of <br />Directors or Trustees) with rules and regulations (By-laws). <br />2.Organizations must be recognized as non-profit or tax-exemptand be in good <br />standing with the Internal Revenue Service(IRS). Acopy of the IRS tax <br />exemption letter certifying its current non-profit or tax-exempt status is required. <br />3.No less than 90ants must be Santa Ana <br />residentsfor recreation-based programs in the following zip codes: 92701; <br />92702; 92703; 92704; 92705; 92706 92707; 92708. No less than 70 percent for <br />competitive level club programs. Santa Ana schools/colleges, incorporated <br />nonprofit, civic, social, and cultural/religious organizations with at least 51 <br />percent Santa Ana residents. Addresses listed on the player documentation <br />verifies the Santa Ana residency requirement. <br />4.Organizationsmust be established and affiliated with a nationally recognized <br />sports organization. <br />5.The organizations primary function is to provide an opportunity for youthto be <br />involved in sports primarily at a recreational level. Recreation is participation <br />being open toall participants regardless of talent level and all participants <br />provided playing time. <br />6.Each member organizationis responsible for appointing a single representative. <br />It is the responsibility of the to attend all meetings <br />scheduled by the PRCSA pertaining touse of athletic fields through the YSC <br />process. <br />B.YSCApplication Submittal <br />Athletic facility-use application requests are due to the PRCSA 30-days prior to the <br />scheduled October(January-Junefield use)andMarch(July-Decemberfield use) <br />YSCmeetings.
