<br />TO: City of Santa Ana Planning Commission <br />FROM: Rise Up Willowick <br />DATE: September 15, 2021 <br />RE: Proposed Changes to Open Space Element of City of Santa Ana General <br />Plan Update <br /> <br />Rise Up Willowick proposes the following changes and additions to the Open <br />Space Element of the City of Santa Ana’s August 2021 draft General Plan Update. <br /> <br />1. Definitions of Key Terms <br />The Open Space Element lacks definitions for key terms used in several policies <br />and implementation actions involving parks and open space. These definitions are needed <br />to clarify the scope and effects of those policies and actions. We propose modifying the <br />Open Space Element to define “parks” and “parkland” with reference to the Municipal <br />Code’s existing definition of “parks”: <br /> <br />As used in the Open Space Element, “parks” and “parkland” have the same <br />meaning as “parks” as defined in Municipal Code Section 31-1 (4). <br /> <br />We propose modifying the Open Space Element to define “open space” as <br />follows: <br /> <br />As used in the Open Space Element, “open space” means “any publicly-accessible <br />parcel or area of land or water, whether publicly or privately-owned, that is <br />reserved for the purpose of preserving natural resources, for the protection of <br />valuable environmental features, or for providing outdoor recreation or <br />education.” <br /> <br />We propose amending the Municipal Code to include this definition of “open <br />space,” which is not currently defined in the code. <br /> <br />We propose modifying the Open Space Element to define “park deficient area” as <br />follows: <br />
