City of Santa Ana <br />RFP Homeless Navigation Center <br />EXECUTIVE SUMMARY <br />The City of Santa Ana's Community Development Agency (CDA) is seeking proposals from <br />eligible respondents to enter into a public -private partnership to operate a Year -Round Homeless <br />Navigation Center (HNC) that will serve 200 individuals, with the ability to scale up to 250 <br />individuals. The term of the agreement will be for three years, with two, two year extensions. <br />A Navigation Center is a "transitional, emergency homeless facility with in-house services to <br />develop pathways toward permanent housing, income, healthcare, and stability. Some of the <br />onsite services include, but are not limited to: transportation in and out, one-on-one case <br />management, state -licensed behavioral and substance abuse services, social services, meal <br />services, rental assistance, and 24/7 staffing and security. <br />The Navigation site located at 1815 Carnegie Avenue, Santa Ana, CA is currently under <br />construction with completion anticipated by late Spring, 2021. This site meets the SB2 zone <br />criteria for homeless shelters. Funding will be provided by the City of Santa Ana through <br />various funding sources outlined within this RFP. Only non-profit organizations currently <br />providing services to individuals experiencing homelessness and which meet the minimum <br />submission requirements will be considered. <br />The City of Santa Ana currently operates a homeless shelter, referred to as The Link, which was <br />opened in November 2018 as an interim emergency homeless shelter. The Link is a 200-bed <br />emergency shelter for men, women, couples and families with children. The Link may cease <br />operation upon the opening of the homeless navigation center. The homeless navigation center, <br />subject to this RFP, will replace The Link. <br />Santa Ana expects respondents to be fully ready to operate the Navigation Center once <br />complete, which is estimated as Spring, 2021. <br />According to the 2019 Orange County Point -In -Time Count, the Orange County's homeless <br />population increased from 4,792 to 6,860 from the 2017 Point -In -Time Count. Santa Ana's <br />portion of the county's homeless is reported to be 1,769. <br />As the County Seat, the City of Santa Ana has been on the frontline of addressing Orange <br />County's homelessness. As a result, the City has invested resources and created programs to <br />address the needs and impacts of homelessness throughout the City.
