DocuSign Envelope ID: 7DOD574C-B1 E5-4A94-98CC-C2B16DDD7DC6 <br />EXHIBIT 5 <br />Grant greement No.4600013842 <br />Page 28 of 71 <br />PROJECT 6: SAWPA Regional Comprehensive Landscape Rebate Program <br />IMPLEMENTING AGENCY: Municipal Water District of Orange County (MWDOC) <br />PROJECT DESCRIPTION: The Municipal Water District of Orange County and project partners, which <br />include the Inland Empire Utilities Agency (IEUA), Western Municipal Water District (WMWD), Eastern <br />Municipal Water District (EMWD), San Bernardino Valley Water District (SBVMWD), and Big Bear Lake <br />Department of Water and Power (BBLDWP), will implement a water -efficient comprehensive landscape <br />rebate program (Project). This Project titled, "Regional Comprehensive Landscape Rebate Program", targets <br />public agency, residential, commercial, industrial, and institutional landscapes throughout the entire Santa <br />Ana River Watershed. <br />These improvements increase water supply and reliability by saving an estimated 2,697 AFY of potable water <br />across the watershed. The improvements include transforming approximately 79 acres of turfgrass to improve <br />on -site stormwater retention and infiltration, reducing stormwater runoff, and retrofitting approximately 8,000 <br />acres of landscape to irrigate more efficiently. Together, these transformations will prevent approximately 946 <br />AFY of runoff. <br />Budget Category (a): Project Administration <br />Task 1: Proiect Management <br />MWDOC will work with each Partnering Agency on individual funding agreements to facilitate the flow of <br />program reporting to MWDOC and the flow of grant funding from MWDOC to each Partnering Agency. <br />Manage contract with Grantee including compliance with grant requirements, and preparation and submission <br />of supporting grant documents and coordination with the Grantee. Prepare invoices including relevant <br />supporting documentation for submittal to DWR via Grantee. This task also includes administrative <br />responsibilities associated with the project such as coordinating with partnering agencies and managing <br />consultants/contractors. <br />Deliverables: <br />• Invoices and associated backup documentation <br />Task 2: Reporting <br />Prepare progress reports detailing work completed during reporting period as outlined in Exhibit F of this <br />Agreement. Submit reports to DWR via Grantee. <br />Prepare Project Completion Report and submit to DWR, via Grantee, no later than 90 days after project <br />completion for DWR Project Manager's comment and review. The report shall be prepared and presented in <br />accordance with guidance as outlined in Exhibit F. <br />Deliverables: <br />• Quarterly Project Progress Reports <br />• Project Completion Report <br />• Documentation (e.g., photo) of "Acknowledgment of Credit & Signage" per Standard Condition D.2 <br />Budget Category (b): Land Purchase/Easement <br />Task 3: Land Purchase — Not Applicable <br />Budget Category (c): Planning/Design/Engineering/Environmental Documentation <br />Task 4: Feasibility Studies — Not Applicable <br />
