Orozco, Norma <br />From: Shirley Laroff <laroffsure@gmail.com> <br />Sent: Tuesday, October 19, 2021 1:16 PM <br />To: eComment <br />Subject: Opposition to the proposed "City of Santa Ana Community Preservation, Rent <br />Stabilization, Tenants' Rights Act" <br />Dear Councilmember, <br />I am a rental -housing provider in Orange County and I wish to <br />express my opposition to the proposed "City of Santa Ana <br />Community Preservation, Rent Stabilization, Tenants' Rights Act" <br />that appears on the October 5th city council agenda. <br />The proposal may seek to assist renters, but the effect of such <br />over -reaching rent control and just cause eviction policies will do <br />the exact opposite. It will negatively impact renters, rental -housing <br />providers, and the neighborhoods where they are located, in <br />addition to harming property values, compromising public safety <br />and quality of life, and more. <br />As a community partner and rental -housing provider in the county, <br />my experience and ability to provide insight could help provide <br />potential solutions to tenants in need and would be an invaluable <br />asset to the city in its efforts. <br />However, at NO POINT did the city reach out to SEEK MY INPUT or <br />MAKE ME AWARE that such a proposal was being actively <br />developed. Instead, the city blindsided me and my fellow rental - <br />housing providers with a proposal that: <br />Oversteps existing state laws and imposes onerous restrictions that <br />affect my ability to provide safe, quality housing to my tenants. <br />Eliminates my ability, and the ability of other responsible landlords, <br />to control and adjust for costs that impact our rental business <br />operations. <br />Undermines the very nature of existing housing law as it pertains to <br />1 <br />
