EXHIBIT 2 <br />HOUSING CHOICE VOUCHER PROGRAM <br />HUD-VASHSPECIALFEES <br />SUBCONTRACTORAGREEMENTBETWEEN <br />THE HOUSINGAUTHORITY OFTHECITY OFSANTAANA AND <br />ORANGECOUNTYUNITED WAY <br />- <br />and entered into this November 2, 2021, by and between the Housing Authority of the City of <br />aCalifornia nonprofit organization <br />RECITALS: <br />A.The <br />Appropriations Act, 2021 (P.L. 116- <br />establishestheallocationmethodologyforcalculatinghousingassistance <br />paymentsrenewalfunds,newincrementalvouchersandadministrativefees. <br />B.Contractor is the recipient of the HCV Special Fees funds from the U.S. Department of <br />HousingandUrban Developmentof PublicandIndianHousing. <br />C.Subcontractor has beenmade aware oftheHUD HCV programandagrees tocomply <br />with all the conditions of the HUD-VASH Special Fees Agreement and the applicable <br />requirementsgoverningthe useof HUD-VASHSpecial Fees funds. <br />D.ContractornowapprovestheprovisionofHUD-VASHSpecialFeesfundsto <br />Subcontractor in an amount not to exceed $84,017.00, to be used in the operation of the <br />WelcomeHomeOC Program <br />E.Subcontractor represents that it has the requisite qualifications, expertise, and experience <br />in the provision of the Program and is willing to use said HUD-VASH Special Fees funds <br />tooperate said Program. <br />F.This HUD-VASH Special Fees Agreement is contingent upon the award of HCV Special <br />Feesfunds fromHUD. <br />G.ContractorandSubcontractorhavedulyexecutedthisHUD-VASHSpecialFees <br />Agreement fortheexpenditureandutilizationofsaidHUD-VASHSpecialFeesfunds. <br />NOW THEREFORE, it is agreed by and between the parties that the foregoing Recitals <br />are a substantive part of this HUD-VASH Special Fees Agreement, and the following terms and <br />conditions are approved and together with all exhibits and attachments hereto, shall constitute the <br />entireHUD-VASHSpecial Fees Agreementbetween theContractorandSubcontractor: <br />1 <br /> <br />
