EXHIBIT 2 <br />31 <br />Increasedcostsattributabletoportabilitywereaddressedthroughaseparateapplication <br />andfunding process, 2b-Portability,underthePIHNotice-2020-04. <br />Approximately $60 million remains from the $100 million originally set aside by HUD <br />with the 2020 Act. Due to the unprecedented increase in voucher costs during CY 2020 <br />and the continued impact of the COVID-19 pandemic, HUD has decided to provide a <br />second <br />2020 HAP costs may be eligible to apply for and receive funding from the CY 2020 set- <br />asidefunding underthissecond round. <br />This Second Round 2020 Unforeseen Circumstances funding is available to provide <br />adjustments for increased costs that the PHA experienced in CY 2020. PHAs that <br />experience increased costs in CY 2021 must apply for an adjustment for those increased <br />costsfromtheCY2021HAPset-aside(seesection13.B.,Category2a,above).Sincethis <br />funding is being awarded after the calendar year for which the funding adjustment is <br />beingmade,HUDisrevisingtheprocesssetforthforinPIHNotice2020-04forboththe <br />VMSforCY2020todeterminetheadjustmentnecessarytocovertheincreasedcosts. <br />B.Applications.PHAswillbeconsideredforSecondRound2020Unforeseen <br />Circumstancesfunding in oneoftwo ways: <br />8 <br />(1)Unfunded CARES Act applications.In this instance, the PHA previously <br />submitted an eligible application for CARES Act supplemental HAP funding for <br />HCV PUC increases in accordance withPIH Notice 2020-17but the application was <br />not funded because there was insufficient CARES Act funding remaining to do so. <br />These PHAs will automatically be considered for Second Round 2020 Unforeseen <br />increased costs in CY 2020 must meet the increased cost threshold described below. <br />Additionally,thefundingawardissubjecttoalltherequirements,includingthe <br />fundingcalculationandprioritystatusdetermination,outlinedlaterinthissection. <br />Mainstream Vouchers are not eligible for adjustments under the 2020 set-aside. <br />Consequently,requestsforMainstreamVoucherPUCadjustmentsarenoteligiblefor <br />Second Round 2020 Unforeseen Circumstances funding, regardless of whether the <br />PHApreviouslysubmittedanunfundedCARESActapplicationunderPIHNotice <br />8 <br />Congress appropriated $400 million in supplemental HAP funding in the Coronavirus Aid, Relief, and Economic <br />SecurityAct(CARESAct)(PublicLaw116-136),enactedonMarch27,2020.ThissupplementalHAPfundingwas <br />made available for PHAs that either (1) experience a significant increase in voucher PUC due to extraordinary <br />circumstances, or (2) despite taking reasonable cost saving measures, as determined by the Secretary, would otherwise be <br />requiredtoterminaterentalassistanceforfamiliesasaresultofinsufficientfunding.HUDissuedPIHNotice2020-17, <br />CARESActHousingChoiceVoucher(HCV)ProgramHousingAssistancePayments(HAP)SupplementalFunding, <br />onJuly30,2020,whichprovidedinformationonhowPHAscouldapplythatfunding.TheCARESActsupplemental <br />HAPfundinghasbeenawardedinaccordancewiththatnotice,however,HUDwasunabletofundalleligibleapplications <br />forincreasedPUCbecausetheneedexceededtheavailablefunding. <br /> <br />
