EXHIBIT 2 <br />41 <br />under this subparagraph shall continue to remain available for such eligible youth upon turnover: <br />Provided further, That of the total amount made available under this subparagraph, up to $10,000,000 <br />shall be available on a noncompetitive basis to public housing agencies that partner with public child <br />welfare agencies to identify such eligible youth, that request such assistance to timely assist such <br />eligibleyouth,andthatmeetanyothercriteriaasspecifiedbytheSecretary:Providedfurther,Thatthe <br />Secretary shall review utilization of the assistance made available under the previous proviso, at an <br />interval to be determined by the Secretary, and unutilized voucher assistance that is no longer needed <br />shallberecapturedbytheSecretaryandreallocatedpursuanttothepreviousproviso:Providedfurther, <br />ThatforanypublichousingagencyadministeringvoucherassistanceappropriatedinapriorActunder <br />the family unification program, or made available and competitively selected under this paragraph, <br />thatdeterminesthatitnolongerhasanidentifiedneedforsuchassistanceuponturnover,suchagency <br />shall notify the Secretary, and the Secretary shall recapture such assistance from the agency and <br />reallocate it to any other public housing agency or agencies based on need for voucher assistance in <br />connectionwithsuchspecifiedprogramoreligibleyouth,asapplicable; <br />HomelessVouchers-DomesticViolence: <br />$43,439,000 shall be for incremental rental voucher assistance under section 8(o) of the United States <br />Housing Act of 1937 for use by individuals and families who are homeless, as defined in section <br />103(a) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302(a)), at risk of <br />homelessness,asdefinedinsection401(1)ofthe McKinney-VentoHomelessAssistance Act(42 <br />U.S.C. 11360(1)), fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, or <br />stalking,orveterans andfamiliesthatinclude aveteranfamilymemberthatmeetoneofthe <br />precedingcriteria:Provided,Thatassistancemadeavailableunderthisparagraphshallcontinueto <br />remainavailableforsucheligibleindividualsandfamiliesuponturnover:Providedfurther,Thatthe <br />Secretaryshallmakesuchfundingavailable,notwithstandingsection203ofthistitle(competition <br />provision)topublichousingagenciesthatpartnerwitheligiblecontinuumsofcareorotherentities <br />asdesignatedbytheSecretary,basedongeographicalneedofsuchassistance,publichousing <br />agencyadministrativeperformance,andotherfactorsasspecifiedbytheSecretary:Provided <br />further,ThattheSecretaryshallreviewutilizationoftheassistancemadeavailableunderthe <br />precedingproviso,atanintervaltobedeterminedbytheSecretary,andunutilizedvoucher <br />assistancethatisnolongerneededshallberecapturedbytheSecretaryandreallocatedpursuantto <br />theprecedingproviso:Providedfurther,That,theSecretaryshallgivepreferencetoapplicantsthat <br />demonstrateastrategytocoordinateassistancewithservicesavailableinthecommunity:Provided <br />further,Thatnoneofthefunds providedinthisparagraphmaybeusedtorequirepeople <br />experiencinghomelessnesstoreceivetreatmentorperformanyotherprerequisiteactivitiesasa <br />conditionforreceivingshelter,housingorotherservices:Providedfurther,ThattheSecretaryshall <br />issueguidancetoimplementtheprecedingproviso;and <br />TrackingofSpecialPurposeVouchers: <br />TheSecretaryshallseparatelytrackallspecialpurposevouchersfundedunderthisheading. <br /> <br />
