15 November 2021

City of Santa Ana
Daisy Gomez
Clerk of the Council
20 Civic Center Plaza
Santa Ana, CA 92702

RE: Redistricting Maps Currently Proposed

To: Clerk of the Council
Mayor
Council Members

Upon review of the currently submitted / proposed maps for Santa Ana’s 6 wards,
I find none of these proposed maps to be acceptable. The deficiencies are too
numerous to list in this email.

On the surface the maps received seem to ignore the history of our wards and
how they in the past closely supported boundaries with solid data based on the
demographics for these wards.

I propose that we step back from what has been proposed and draft completely
new maps. Several ward maps that were used in the 2020 elections resembled
the same lack of consistency with the demographics and ward history.

We can improve our current boundaries with the new Census data, let’s take the
time to do it right.

Sincerely,

Mark McLoughlin
