An underwriting manual containing the City's affordable multifamily housing underwriting <br />policies and guidelines. DRA compiled the City's existing policies, prepared <br />recommendations, and collaborated with City staff to prepare a final underwriting manual. <br />® Interviews with a series of cities with comparable multifamily affordable housing portfolios <br />regarding their housing organization, staffing levels, and loan approval process for <br />affordable housing asset management and housing loan production. DRA compared the <br />staffing levels and process in other cities with those in the City of Denver. <br />a Recommended changes to the City's loan agreement, covenant (regulatory agreement) and <br />other affordable multifamily documents. <br />® A five-year capital plan that projects funding and expenditures for the City's affordable <br />multifamily rental housing loan program on an annual basis. <br />o An Excel -based financial model that allows management to analyze any prospective <br />combination of financing sources for the preservation and rehabilitation of at -risk rental <br />housing, including Section 221d3, 236, 221d4, expiring Section 8 or other expiring use <br />projects, including Year 15 LIHTC projects or others. <br />Provision of development and financial consulting services for project underwriting and <br />financial evaluation on and ongoing basis upon written direction from housing staff. <br />Clackamas Housing Authority Development Advisory <br />DRA provided the Housing Authority of Clackamas County (HACC) with financial advisory <br />services ranging from transactional assistance to strategic planning. We assessed HACC's <br />capacity to serve as developer of affordable housing directly, through its affiliates, and/or in <br />joint ventures with third -party development partners. DRA also analyzed the financial, <br />economic and development feasibility of public and private sector developer proposals to <br />HACC. Our analyses included compliance with requirements and competitive criteria of <br />leveraged sources of Binding, which include private sources, HUD, and other public sources <br />of funding. <br />DRA also provided strategic, business and financial planning for HACC to manage its portfolio <br />Of public housing, Low Income Housing Tax Credit (LIHTC) housing and special needs <br />housing, to assure its appropriate reinvestment, rehabilitation, and if appropriate, its <br />redevelopment. <br />We assisted HACC with the Rental Assistance Demonstration (RAD) program though the HUD <br />application process.
