i) <br />We understand the City is seeking a professional real estate consultant to provide comprehensive right-of-way <br />acquisition and relocation services for its Capital Improvement Program. Funding for these projects will involve a <br />combination of local, state and federal funding and applicable regulations and policies. <br />Monument is a leader in right-of-way consulting services in California with an emphasis on capital improvement <br />projects for cities, counties and local agencies. We have an extensive understanding of the City's requirements, having <br />provided acquisition and relocation services for the City of Santa Ana and similar projects for other local agencies in <br />Orange County. Monument provides project management and right-of-way services for state and federally funded <br />projects, and we are experts in the requirements of the Caltrans Right of Way Manual, including funding applications, <br />acquisition and relocation procedures, utility coordination, right-of-way certification and all other requirements of <br />the Local Assistance Procedures Manual. Over the past 25 years, Monument's principals and management team <br />have led right-of-way programs for hundreds of water, flood, utility, highway, bridge, road improvement and transit <br />projects throughout California. These projects include both design -bid -build and design -build, each requiring a <br />unique, customized right-of-way implementation plan based on the project objectives and desired outcomes. <br />SCOPE OF WORK <br />Monument has direct experience performing all services outlined in the City's RFP, which will require compliance with <br />all applicable state and federal guidelines to ensure funding is never compromised. Further, Monument is well versed <br />in the Caltrans Right of Way Manual and FHWA requirements applicable to on -system projects. All right-of-way <br />services performed on the City's projects will comply with federal, state and local laws and regulations as referenced <br />in the Project Understanding section. As such, Monument has prepared the following Scope of Work to deliver the <br />requested services for this project. <br />Project Management <br />Monument's Project Manager, Daniels Borbe, has an <br />in-depth understanding of the right-of-way process, <br />applicable policies and regulations, an ability to <br />comprehend both the "big picture" and the project details, <br />superior problem -solving and communication skills, <br />creative thinking and adaptability. She possess these <br />qualities and ensures quality control and timely execution <br />of the project. As she has exhibited on past projects for <br />the City of Santa Ana, she will work closely with City staff <br />and the engineering team in performing the required <br />real estate services, and establish work processes to <br />manage and coordinate right-of-way activities to ensure <br />that deliverables meet quality standards. Daniela will <br />work with City staff to anticipate potential issues, resolve <br />problems, recommend solutions, and ensure the project <br />schedule is adhered to by the team. For the City's project, <br />we anticipate following tasks: <br />• Participate in a Right -of -Way Kick Off meeting with <br />the City and design consultant to ensure design, <br />appraisal and right-of-way impacts are coordinated <br />and on schedule, establish lines of communication, <br />project reporting requirements, as well as listen to <br />the City's concerns and address any issues that may <br />arise. <br />• Schedule regular meetings with the City and Project <br />Team to ensure that project deliverables stay on <br />schedule and within budget. Participate in project <br />and public meetings, as required. <br />• Provide oversight for all right-of-way acquisition and <br />relocation activities to ensure timely and accurate <br />performance of real estate activities. <br />• Coordinate with design engineers and surveyors in <br />the performance of right-of-way engineering. <br />• Prepare and deliver written progress status reports <br />for cases, updates to other City consultants on <br />schedule and cost updates, as required. <br />• Manage and maintain quality control program <br />Monument <br />
