Approve a Substantial Amendment to the Fiscal year 2021-2022 Annual Action <br />Plan to adopt the HOME -ARP Allocation Plan for the allocation of $6,183,914 in <br />HOME -ARP funds and authorize the submission of the Substantial Amendment to the <br />U.S. Department of Housing and Urban Development. <br />3.
