KEE P TH I S I S M I N D <br /> Subject: COMMENTS ON GENERAL PLAN UPDATE — LAND USE ELEMENT <br /> LAND USE ELEMENT <br /> The purpose of the Land Use Element is to provide a long-range guide for the physical development <br /> of the city, reflecting the community's vision for a high quality of life. [page LU-01]. <br /> ITEM 1 <br /> INTRODUCTION <br /> If we can use 2020 data for determining number of employees (160,000) we should be able to use <br /> 2020 date for residents. Even the 2015 data is higher than what is reflected in the introduction. <br /> Population should be updated to the 2020 census data. Not knowing what changes to the Municipal <br /> Code are planned makes it hard to come to any conclusion. They should be provided prior to <br /> approving the General Plan. <br /> ITEM 2 <br /> POLICY LU-1.3 EQUITABLE CREATION AND DISTRIBUTION OF OPEN SPACE <br /> Policy states: "Promote the creation of new open space and community-serving amenities in park- <br /> deficient areas that keeps pace with the increase in multi-unit housing development, with priority <br /> given to those that are also within environmental justice area boundaries. Show me where in this <br /> element how the creation of new open space will be achieved. <br /> ITEM 3 <br /> POLICY LU-2.9 OPEN SPACE NEEDS [page LU-05] <br /> What is being done to support this policy? Furthermore, the Citywide total increase of housing units <br /> is listed at 36,261 units. If Policy OS-1.3 were to be followed, and using the cities 2045 population <br /> buildout of over 96,000 residents, the City would need to add over 192 acres of park space to <br /> maintain an already deficient ratio.
