Dale Helvig
2536 N. Valencia St. Santa Ana CA 92706
714-541-7254 helvig_denny@msn.com IF
ITEM 14
IMPLEMENTATION
The Land Use Element does not address the absence of 200 acres of parkland and the profound impact
this will have on the physical, social, mental, and economic health and well-being of Santa Ana
residents.
ITEM 15
GENERAL COMMENTS
Why were areas north of the 1-5 Freeway excluded from the environmental justice consideration?
Homes next to the freeway in the communities of Mabury Park, Grand Sunrise and Park Santiago are
areas that have environmental issues as well. There is lead in the soil, as well as other pollutants. Heavy
particulates and noise concerns are also an issue due to the proximity to the freeway.
In summary, I see don't see much meat in General Plan. Although a tremendous amount of effort has
been spent on this project, I see the General Plan as a blueprint for development rather than a vision
for the City of Santa Ana. The draft vision of the city to strive to maintain the parkland space is not
even met. With the buildout population increase of over 96,000 people, just to maintain the current
deficient ratio of 1 acre per 1000 residents we need to have a vision of 192 of additional parkland
space. Notice the 2045 vision for increased parkland space is ZERO.
LAND USE PLAN
SANTA ANA GENERAL PLAN SAME; net change is zero
* Land Ratio
Potential 2045d+
334,774 population* and 343.8 parkland 407,022 population and 343.8 parkland
Table 3-7 Gene►al Plan U date Exitin attid Buildaut Po ulatian
Flaanin Area Exisi RrItpm 9urdouRo uflon Percer+t rardfs
Ft7Cll5 AREA5 3b,TT' 'f7.550 t 11
5-s Free+,av:i3er Read E.73 3t OSE1 2=:4
iraavenstthst+=e< <,oT _t z3 Does not match
S q Bnsto Stree' 6.35C 19.1'S i
South FAain street E.97C 7.mt3 p
4°Lest 5anara Bou erard 1Q,304 S2 652 23
ALL Lei FiER 19REA5[}F T lE CITY 287.887 g
CtTYWlOf Tl1TAL' 334,T74 431,629 29
suurm sd aM n- acel'VarLs.zoev Fseiha,y r .s y flr+>w:oati
 T6t' 'atrn Fnel.aa aI3 ut7udrai I M houe+ahNdB,ma!tU'Y5es31 roes guartars and xrrrstUnan rauP AFr3
Page 8 of 9
2021-12-07 Letter to City Council-GP Comments on Land Use Element
