The following recommendations address key issues with the General Plan Update. These <br /> policy solutions are familiar to City staff, and would strengthen existing language. <br /> 4. Include on page 71 of the Land Use Element, as Implementation Action 2.8, the <br /> following language to support a Community Land Trust strategy in Santa Ana, which <br /> would allow for permanently affordable housing: <br /> Community Land Trust <br /> Utilize public resources including Surplus Land to support the development of at <br /> least one community land trust, to provide opportunities for community ownership <br /> and permanent affordability. <br /> 5. Include on page 70 of the Land Use Element, as Implementation Action 1.2, the <br /> following language to guarantee community benefits from new development. New <br /> language indicated in [brackets]. <br /> Community benefits <br /> Develop a standard of review for evaluation of a new development project's net <br /> community benefit by identifying types of community benefits desired in <br /> neighborhoods through public outreach.Assess capital costs and ongoing <br /> operations and maintenance costs; conduct a financial feasibility analysis to <br /> determine the impacts of community benefits on the feasibility of desired types of <br /> development. [Require new developments to provide specific community benefits <br /> identified by local residents.] [Utilize community benefit agreements for new <br /> developments over 25,000 SF or 15 units.] <br /> Many of these recommendations have been expressed by THRIVE previously to City staff and <br /> Commissioners, and by community members as far back as the General Plan Advisory Group. <br /> Although the General Plan makes reference to "Community Considerations," the GP's <br /> proposed policies are not effectively aligned with these vital policy recommendations. Despite <br /> the enumeration of community meetings and outreach strategies, the current draft of the GP <br /> will further gentrification and enhance inequality in our City. Please do not approve the GP as <br /> currently drafted; direct City staff to meet with THRIVE, community organizations, and <br /> residents to improve the document before bringing it back to Council for approval. <br /> Thank you, <br /> Board of Directors <br /> THRIVE Santa Ana <br /> (714)987-2009 <br />
