RESOLUTION NO. 2021-082 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING THAT THE CITY HAS THE <br />RESOURCES TO FUND THE PROJECTS IN THE 2022/23- <br />2027-28 TRANSPORTATION IMPROVEMENT PROGRAM <br />AND AFFIRMING THE CITY'S COMMITMENT TO <br />IMPLEMENT ALL PROJECTS IN THE PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines, and <br />declares as follows: <br />A. The City of Santa Ana is located within the six -county metropolitan planning <br />boundaries of the Southern California Association of Governments ("SCAG"). <br />B. SCAG is required under both federal and state law to develop a Federal <br />Transportation Improvement Program ("FTIP") for this region in partnership <br />with the six respective county transportation commissions, including the <br />Orange County Transportation Authority, which administers the FTIP in Orange <br />County. The FTIP is a comprehensive listing of all surface transportation <br />projects proposed over a six -year period that will receive federal funding or are <br />subject to a federally required action. <br />C. The City Council has authorized project submittals to the Orange County <br />Transportation Authority for inclusion in the FTIP, where the City is the lead <br />agency for such projects, and will comply with applicable local, state, and <br />federal provisions, including but not limited to the Federal Transportation <br />Improvement Program, California Environmental Quality Act, National <br />Environmental Policy Act, Americans with Disabilities Act, and Buy America. <br />D. All local agency projects must be carried over to the 2023 FTIP if they will be <br />completed after 2021. <br />E. The City agrees to construct Transportation Control Measures projects where <br />applicable. <br />Section 2. The City Council of the City of Santa Ana hereby certifies that the <br />City has the resources to fund the projects submitted in the 2023 Federal Transportation <br />Improvement Program and affirms the City's commitment to implement these projects, <br />which are as follows: <br />Resolution No. 2021-082 <br />Page 1 of 3 <br />
