I do not even know what that means. That being said if someone who has a college education does not even <br />understand this question, I wonder what the rest of the population that might not have time to even look into this <br />have to say? This is where the audience and decision of representatives are not representing Santa Ana as a <br />whole, but rather those who have time and dont struggle with a language barrier. It is not that people do not <br />care, it is the fact this information is not as known as people in the city council might think. <br /> <br />Other Comments: <br />This ward situation sounds like another form of redlining, where people are trying to reshape Santa Ana in a <br />form that many low income people again who do not have time dont have a say in this, get pushed around to the <br />liking of others who have better access to this information, please note at the time I filled this application I did <br />not see one Spanish form filled out. <br />2 <br />
