While the plan was delayed nearly a year <br /> ago to accommodate further engagement with the communities most affected by environmental justice issues <br /> (as required by CA SB100), it seems that the plan has not been updated significantly during that time. Like <br /> many other Santa Ana residents, I'm concerned that the General Plan in its current form fails to sufficiently <br /> incorporate some essential elements that have been requested. <br /> Local community groups including Orange County Environmental Justice, THRIVE Santa Ana, Madison Park <br /> Neighborhood Association, and Rise Up Willowick have actively been advocating for a number of important <br /> issues over the past year, and these must be directly addressed in the General Plan for it to meet the <br /> requirements of SB 100. <br /> These issues include: <br /> • A thorough plan for remediation of the widespread lead pollution disaster in the soil of Santa Ana, <br /> which was recently documented in great detail by Voice off; <br /> • The creation of a community land trust from vacant city-owned land; <br /> • The enforcement of buffer zones between homes/schools and polluting industrial sites such as the <br /> corridor along south Main St.; <br /> • Specific plans to build parks and green space, ideally meeting a ratio of 3 acres per 1,000 residents, with <br /> amendments to the Municipal Code to reflect this. <br /> Please take these comments into consideration and delay the General Plan until they can be incorporated.
