CITY COUNCIL REGULAR OPEN SESSION <br />CALL TO ORDER <br />MINUTES: <br />Mayor Sarmiento called the Regular Open Session meeting to order at 6:03 p.m. <br />ROLL CALL <br />MINUTES: Clerk of the Council conducted roll call. All councilmembers were present. <br />Mayor Sarmiento announced that Council will not select a waste hauler tonight and that the purpose <br />of Item 25 is for Council to consider adopting a resolution of intent. <br />PLEDGE OF ALLEGIANCE Mayor Sarmiento <br />MINUTES: Councilmember Bacerra led the Pledge of Allegiance. <br />INVOCATION Pastor Tommy Cota <br />CEREMONIAL PRESENTATIONS <br />1. Certificate of Recognition presented by Councilmember Bacerra to Connie Hamilton <br />for Outstanding Contributions to the Community. <br />2. Certificate of Recognition presented by Councilmember Hernandez to Alexis Rocha for <br />Outstanding Contributions to the Community. <br />MINUTES: Certificate of Recognition to Alexis Roche was not considered at the July 20, 2021 <br />council meeting. <br />STAFF PRESENTATIONS <br />3. COVID-19 Update in the Community. <br />MINUTES: City Manager Kristine Ridge provided a brief update on the COVID-19 new <br />variants, trends on positive case rates, the City's status on vaccines, mask wearing guidelines, <br />and social and health disparities in Orange County launched by Advance OC. In addition, <br />announced that Latino Health Access is still providing COVID-19 testing in the City. <br />CLOSED SESSION REPORT — The City Attorney will report on any action(s) from Closed <br />Session. <br />MINUTES: City Attorney Sonia Carvalho announced the reportable action on the real property <br />closed session item. By a unanimous 7-0 vote the City Council decided to reject the offer to buy <br />property at 625 S. Cypress and desist any further negotiations to sell the property. Council would like <br />staff explore using this site for community oriented programing; and inquired regarding additional <br />security to ensure the property is preserved during the time when staff is researching additional <br />options. <br />PUBLIC COMMENT — Public comments will be held during the beginning of the meeting for <br />ALL comments on agenda and non -agenda items, except for public hearings. Comments for <br />public hearings will take place after the hearing is opened. <br />MINUTES: Ronnie Sandoval, CEO for Civic Center Housing Corporation, is opposed to facial <br />City Council 4 7/20/2021 <br />
