CITY COUNCIL REGULAR OPEN SESSION <br />CALL TO ORDER <br />MINUTES: Mayor Sarmiento called the Regular Open Session meeting to order at 6:06 <br />p.m. <br />ROLL CALL <br />MINUTES: Clerk of the Council conducted roll call. All councilmembers were present. <br />PLEDGE OF ALLEGIANCE Mayor Sarmiento <br />INVOCATION Matt Doan <br />CEREMONIAL PRESENTATIONS <br />Certificate of Recognition presented by Council member Bacerra to Pacific Symphony <br />for Outstanding Contributions to Arts and Culture. <br />MINUTES: Certificate of Recognition to Pacific Symphony postponed to a future <br />meeting. <br />2. Certificate of Recognition presented by Council member Hernandez to Dance 4:13 <br />Competition Team in recognition for their top placements in the Spotlight 2021 <br />Nationals and their Outstanding Contributions to Performing Art: Andrea Cerda, <br />Amanda Campos, Abigail Valdivia, Sara Lopez, Paulina Sigala, Joscelyn Martinez, <br />Samara Ocampo, Vanessa Gallegos, Lauren Charman and Jessica Vela. <br />3. COVID-19 Update in the Community. <br />MINUTES: Management Assistant Daniel Soto provided a brief update. <br />CLOSED SESSION REPORT — The City Attorney will report on any action(s) from Closed <br />Session. <br />MINUTES: City Attorney Sonia Carvalho reported out on the special closed session of <br />potential or anticipated litigated item regarding the County of Orange's redistricting <br />procedure and that the Council unanimously approved 7-0 to sign a letter by the entire <br />Council to ensure compliance of the Voting Rights Act. <br />Consent Calendar Item 6 was heard out of order at this time, prior to public comments. <br />City Council 4 11/2/2021 <br />
