Hold Third Public Hearing Regarding Redistricting Ward Boundaries <br />Resolution of Intention No. 2021-060 published in the Orange County Register on <br />October 23 and 30. 2021 <br />Department(s): Clerk of the Council Office <br />Recommended Action: Open and Close the third public hearing seeking input <br />regarding the content of the draft map(s). <br />MINUTES: Mayor Sarmiento opened the public hearing at 5:10 p.m. <br />Clerk of the Council Daisy Gomez provided a brief presentation. <br />Sophia Garcia, GIS and Outreach Director with Redistricting Partners, provided a presentation. <br />Ana Charco, representing Latino Health Access, spoke regarding community of interests, <br />recommended the Council to keep in consideration when approving the final map, and <br />requested extension on the timeline. <br />Tim Johnson, resident of Ward 3, spoke in opposition to draft maps labeled B and C. <br />Jesus Santana spoke regarding the Sullivan community as a community of interests and <br />requested extension on the timeline. <br />Araceli Robles spoke regarding the necessary resources to be able to participate. <br />Manny Escamilia encouraged the Council to consider local or non -citizens elections. <br />Council discussion ensued and direction provided to staff. <br />Mayor Sarmiento requested for the draft maps to be clearer in borders and changes in order to <br />differentiate the maps; spoke in support of equal distribution of community enriching areas <br />(parks, schools, and community centers), add other types of data including single/rental <br />households and income levels, add other layers to identify neighborhoods and possibly county, <br />state, and federal lines. <br />Councilmember Bacerra requested the Clerk of Council Daisy Gomez and consultant to fix and <br />create a more user friendly redistricting website and to hold more public input workshops. <br />Councilmember Hernandez, Mayor Pro Tem Penaloza, Councilmember Bacerra did not support <br />draft maps B and C. <br />Councilmember Hernandez spoke in opposition of cutting Santa Anita neighborhood in half <br />and in support of keeping the Sullivan to Main Street community together. <br />City Council Minutes 2 11/15/2021 <br />
