The governing statute dictates that a community of interest be <br /> respected. If there is rationale founded in the "community of interest" criteria which justifies excluding <br /> Washington Square from the "northern neighborhood district" and retaining the neighborhoods west of the <br /> Santa Ana River (Edna Park and Concord), I have not heard it. <br /> Map F offers an apolitical solution to the redistricting mandate.
