This letter outlined an un-waivable conflict of <br />interest which should disqualify Ramos and require a re -hearing of the issue without the biased <br />Commissioner's participation. <br />On November 16, 2021, the Santa Ana City Council considered the first reading of the amendment to <br />the HOO. Amidst several other improprieties which will be the subject of a future complaint, the City <br />Council erroneously dismissed the concerns regarding the alleged conflicts of interest and failed to <br />properly investigate the issue. <br />Itt1a;ypto.I;..,.f.U.fIWI C✓IWIIWIJC (Santa Ana Council Nov. 16 The video of the hearing can be found at , <br />2021-English, published by City of Santa Ana). <br />Testimony at November 16, 2021 Hearing <br />At hour 6, minute 4, Adam Wood of the BIA put several concerns regarding the process on the record <br />and referred to the letter attached hereto. <br />At hour 6, minute 17, Cesar Covarrubias, Executive Director of the Kennedy Commission spoke in favor <br />of the amendments and the Planning Commission changes. Notably, Commissioner Ramos lists the <br />Kennedy Commission as a source of income on her Form 770 Statement of Economic Interests. <br />
