While I agree that elected officials ought to either vote in favor or against <br /> items put forth to the Council,when an individual elected official does not feel they have enough information to decide <br /> either way(because no person is God)Abstentions provide a means by which items can be stayed. By enacting a <br /> rule/ordinance which would require that abstentions are votes in favor,the ability to allow further discussion or debate <br /> on an item is removed. Consideration for when an item's continuance may result in unfavorable circumstances to the <br /> general public(or liability to the city or residents) ought to be defined and considered as well;where an item's <br /> continuance results in liability, abstentions ought to be considered as a vote against, not in favor. <br /> Consent is key.To abstain is to offer no consent in proceeding, by allowing for abstaining to be defined as implied <br /> consent would be irresponsible to our systems of government. <br /> Sincerely, <br /> Nathaniel Greensides <br /> Ward 5 Resident <br /> 1 <br />
