Valencia St. Santa Ana CA 92706 <br />February 27, 2022 <br />Mayor Sarmiento and Santa Ana City Councilmembers <br />City of Santa Ana <br />20 Civic Center Plaza, 81" Floor <br />Santa Ana CA 92702 <br />Subject: Next City Council Meeting-Public Hearing Regarding Redistricting Ward Boundaries <br />I have reviewed the City Council identified four maps for further review along with SARC1a and SARC2a. What <br />is surprising to me, and hopefully to you as well, is if I understand the City's published neighborhood <br />boundaries correctly, it looks like all six maps split up multiple neighborhoods. Anywhere from three to as <br />many as six neighborhoods. These are all identified in the COMPARISON OF MAPS table on the page 3. <br />One recurring comment I heard from most, if not all councilmembers and several residents, was the desire to <br />have only one councilmember represent their neighborhood. I created map 115467 (attached)to accomplish <br />the objective of having NO NEIGHBORHOODS SPLIT. All six maps of the City, and mine, are based on the <br />ethnic breakdown of 276,553 Latinos/Hispanics, 37,484 Asians, 29,445 Whites and 2,818 Blacks (Redistricting <br />Partners terminology and data). While map 115467 solves the neighborhood issue, it does create another <br />issue:that of balancing all wards to have a maximum 10%delta. <br />So,the decision comes down to splitting up neighborhoods or exceeding the 10%threshold. I believe map <br />115467 provides a better starting point for this discussion. <br />Thank you for your thoughtful consideration, <br />CIS -4.
