Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 34 of 83 <br />The System is dedicated primarily to public safety agencies, the agencies that support public <br />safety and public utility and service agencies. <br />Protocol / Standard <br />The System utilizes the APCO Project 25 Phase 1 digital radio standard for the voice and control <br />channels. The microwave radio system is a digital system that adheres to Telecommunications <br />Industry Association (TiA) / Electronic Industry Alliance (EIA) standards. <br />4.2 Radio System Management <br />The Lead Agency is responsible for System administration and the day-to-day management, <br />operation and oversight of the System and for the maintenance of this SOP. While their specific <br />duties are not detailed in this document, their general duties Include: <br />• Monitoring the System and components for normal operations. <br />• Diagnosing System performance, problems, and developing corrective action <br />recommendations. <br />• Dispatching appropriate repair services in the event of a malfunction of System <br />equipment. <br />• Managing the database elements, including subscriber IDs, talkgroup IDs, and the <br />various parameters that relate to their effective operation. <br />• Working with all agencies and their technical staff to diagnose and resolve problems that <br />involve radio operations, maintenance or repair of the equipment. <br />• Serving as the point of contact (POC) with equipment manufacturers for issues related <br />to the radio System. <br />• Providing timely Information to System users on issues that arise, or repair/maintenance <br />issues related to System equipment that would affect normal radio operations. <br />• Monitoring System databases for normal operations and conducting regular database <br />backups. <br />• Programming of all subscriber radios and dispatch consoles with System access. <br />• Encryption management including managing and maintaining encryption keyloaders. <br />The Lead Agency makes decisions on issues related to the day-to-day operation of the System <br />and addresses urgent or emergency operational, maintenance, or repair decisions. <br />An urgent or emergency situation is one where immediate decision authority is needed to allow <br />the System as a whole, or any of the subsystem components, to continue supporting normal <br />Wide -area voice communications services. It is recognized that Lead Agency may have to obtain <br />authorizations from the CCCS Governance Committee to make longer -term or non -emergency <br />capital or repair expenditure decisions. <br />Due to the complexity and distributed administration and maintenance of the System, problems <br />can typically occur when changes are made to hardware or software. In order to keep all <br />System users informed of any updates, notifications will be sent to all dispatch centers and <br />designated User Agency contacts when the following actions occur: <br />
