Attachment A - Joint Agreement for 800 MHz CCCS Page 36 of 83 <br />The configuratlons for each of the components of the System are documented primarily for the <br />purpose of maintenance, but also affect future planning. The manufacturer provides the original <br />`as -built documentation. <br />The other defined standards for maintenance, documentation, notification, changes, security, <br />and training also pertain to the network portion of the System. <br />Procedure <br />The methods for performing detailed System operations are defined in the technical resource <br />manuals and training documentation for the System. The technical resource manuals are <br />classified as `Restricted Information' and are not available to the general public except by formal <br />written request approved by the 800 MHz CCCS Governance Committee, the Lead Agency and <br />County Counsel. <br />Management <br />The Lead Agency is responsible for managing the System network. <br />4.4 Advanced System Keys <br />Purpose or Objective <br />To outline the procedures for the production, and usage of both the Software and Advanced <br />System Keys (ASK) for the System. <br />Technical Background <br />A system key allows for the programming of a radio for use on the System and is used to <br />maintain System security. The System key keeps unauthorized units from gaining access to the <br />System. Most radio equipment manufacturers provide a software based system key unique to <br />each trunked radio system. The System key is required for a radio (subscriber unit) to be <br />programmed so that the radio can be recognized by the System and the user can access the <br />System. <br />Operational Context <br />The Lead Agency will maintain and safeguard all Master ASKS, regardless of manufacturer and <br />is responsible for the production and issuing of all secondary keys to authorized users. <br />Manufacturers' radios that do not require a system key will not be approved for operation on <br />the System. <br />An agency using subscriber radios other than the System manufacturer (Motorola) must acquire <br />and provide to the Lead Agency the manufacturer's Master ASK for the 800 MHz System and all <br />necessary software and key hardware to program secondary keys as needed. <br />The safeguarding of these keys is paramount and should at all times be treated as restricted, <br />public safety sensitive information with access closely guarded. <br />Management <br />
