Attachment A - Joint Agreement for 800 MHz CCCS Page 44 of 83 <br />Management <br />The Lead Agency is responsible for management of infrastructure equipment standards and <br />integration. <br />4.13 Subscriber Equipment Standards <br />Purpose or Objective <br />Sets the minimum technical and performance standards for subscriber radios operating on the <br />System including: <br />Establishing a policy to prevent premature obsolescence of subscriber radios. <br />Establishing procedures for Lead Agency to measure, test, certify and publish a list of <br />subscriber radios that are approved for use on the System. <br />Ensuring that decommissioned subscriber radios are properly deprogrammed before <br />disposal to prevent interference with public safety communications. <br />Technical Background <br />The System utilizes digital communication technology with the primary use being voice <br />communications using the APCO P25 Phase 1 protocol with 9600-baud control channels. <br />Subscriber radios from various vendors often utilize different operating software providing a <br />variety of services, features, functionality and performance to the users. Many of these radios <br />Interact differently with the infrastructure and can potentially exhibit undesirable operational <br />characteristic. It is possible that untested radios and/or software can exhibit performance <br />and/or functionality characteristics that are destructive to the overall performance, capacity <br />and/or security of the System. Users are prohibited from using radios or accessories that may <br />be destructive to the System. <br />Partner Agencies shall deliver any retired radio subscriber equipment to the Lead Agency for <br />decommissioning and deprogramming. Decommissioned radios that are not properly <br />deprogrammed could pose interference issues with public safety communications. Radios <br />removed from the System for decommissioning purposes shall be deprogrammed so as to <br />remove all System related information, ID's, and conventional channels, leaving only an idle <br />frequency of 851.0000 MHz to prevent potential interference Issues with public safety <br />communications. <br />Management <br />The Lead Agency is responsible for maintaining all testing, managing radio equipment <br />manufacturer initiated submittals, coordinating activities of the test team, and the proper <br />deprogramming of subscriber radios. Any Agency purchasing new subscriber equipment is <br />encouraged to work with the Lead Agency first to ensure the new equipment meets System <br />standards and is properly equipped to operate on the System. <br />4.14 System Administrator Standards <br />Purpose or Objective <br />
