The Lead Agency also employs a <br />qualified training officer who is available to provide this training to authorized System users. <br />Agencies requesting and/or using the interoperable talkgroups are responsible to ensure that: <br />• The use of mutual aid/interoperability channels and talkgroups is properly coordinated <br />and approved through the Control One. <br />• Radio users successfully complete appropriate initial and on -going refresher training and <br />demonstrate knowledge of proper communications procedures before being allowed to <br />operate the interoperable resources. <br />• Radio users are familiar with all applicable interoperable sections of this manual. <br />• Radio users are familiar with all applicable mutual aid requirements and interoperable <br />SOPS. <br />4.19 System Upgrade Notification <br />Purpose or Objective <br />Establishes notification procedure prior to major System upgrades. <br />Protocol/Standard <br />System software upgrades will be performed as needed contingent upon available funding <br />and/or technical requirements. The Lead Agency will be responsible for ensuring that all System <br />user agencies that may be impacted by the upgrade are notified by email and/or other written <br />form. <br />Recommended Procedure <br />Planned upgrade procedures will be communicated to all System users as follows: <br />At least 30 days prior to a planned major System upgrade that will cause a System or <br />site outage, the Lead Agency will notify all System user agencies that may be impacted <br />by the upgrade. <br />The Lead Agency will send an email reminder to all potentially impacted System user <br />agencies a week prior to the System upgrade. <br />Control One will communicate upgrade instructions and status to all System users <br />before, during and upon completion of the upgrade. <br />User agencies must notify the Lead Agency Director in writing if the planned upgrade dates will <br />Interfere with any major planned events. <br />Management <br />The Lead Agency is responsible for managing System upgrades and the necessary notifications <br />associated with each upgrade. <br />4.20 In -building Coverage (Bi-Directional Amplifiers) <br />Purpose or Objective <br />
