Attachment A - Joint Agreement for 800 MHz CCCS Page 59 of 83 <br />The Lead Agency is responsible for the management of this procedure. <br />5.7 Talkgroup and Radio User Priorities <br />Purpose or Objective <br />Establishes varying priority levels for talkgroups to assure the most critical talkgroups on the <br />System are granted a channel as quickly as possible when the System is experiencing busy <br />conditions. <br />Technical Background <br />The System priorities can be managed both at the radio user level and at the talkgroup level. <br />Operational Context <br />Priority levels in the System are managed at the talkgroup level. The goal is to distribute <br />priorities across the System talkgroups in a way that maximizes the ability for critical groups to <br />communicate and minimizes the number of talkgroups with high priority. <br />5.9 Failsoft Assignments <br />Purpose or Objective <br />Creates and assigns System resources in a manner which maximizes System utility to users <br />consistent with each user's mission and needs for radio communications during certain System <br />failure situations. <br />Technical Background <br />When the System's main controllers detect certain failure conditions in the radio System, all <br />available channels revert from a trunking mode into a conventional repeater type of operation <br />that is given the term'failsoft. During failsoft, talkgroups are assigned to a specific radio <br />channel (frequency) if so programmed, which allows the users to continue voice communication <br />while repairs are made to the System. <br />There are a limited number of channels available in the System, which results in a number of <br />talkgroups being combined on each channel while in failsoft. This requires the radio users to <br />share those channels between numerous agencies. This congestion of radio traffic happens only <br />during the failsoft condition. <br />If a talkgroup is not given a failsoft assignment, radios using that talkgroup will hear the low <br />pitched 'out -of -range' tone when the System is in failsoft, and will not be able to communicate <br />on that talkgroup. <br />Operational Context <br />The radio programming template failsoft assignments are configured to balance the ability for <br />users to achieve an acceptable level of communications while maintaining the individual <br />agency's privacy when possible.
