Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 65 of 83 <br />Great care must be used in deciding what talkgroups and other resources can be patched <br />together as a patch can have an unexpected consequential impact on other System resources. <br />The patch shall be monitored for continued coordination through Incident Command and/or <br />dispatch personnel. <br />Operational Context <br />Console Patches should only be used when there is an operational need for communications <br />between personnel that cannot be accomplished using common communications resources. Use <br />of conventional resources in a patch must be in compliance with the rules governing mutual aid <br />channel usage. Console patching will only be permitted when approved by agency Watch <br />Commander/Incident Commander and after notification to the Control One supervisor. <br />A patch involving agency -specific talkgroups/channels can be initiated on the local agency's <br />console with approval by that agency's Watch Commander. <br />Any patch involving a common System resource should be Initiated by Control One. <br />Protocol/Standard <br />Each agency must develop written console patch and/or gateway device patch procedures <br />addressing their unique operation and resource capabilities. These procedures shall be <br />consistent with this policy. All communications center personnel shall receive initial and <br />continuing training on the use of this procedure. <br />Procedure <br />When an incident requires interagency coordination that is not available on a common talkgroup <br />or channel, a request for a patch can be initiated. If the desired resource to be patched is a <br />local agency resource and their agency -specific talkgroup/channel, the requesting agency can <br />initiate the patch on their local console with their Watch Commander's approval and notification <br />to Control One. <br />If the desired resource to be patched is a common System resource, the patch request must be <br />directed to Control One after obtaining local agency Watch Commander approval. Control One <br />will then initiate the patch from their console. <br />Before initiating a System patch, check to make sure the radio resource being patched is not <br />already being used by another agency. <br />Radio console patches shall be used only if other suitable means for interagency communicating <br />are unavailable or Insufficient. <br />Any time a console patch has been established, someone in the requesting agency's <br />communications center must continually monitor the patch to address and mitigate <br />communications problems. <br />Management <br />
