Dale Helvig
2536 N. Valencia St. Santa Ana CA 92706
April 5, 2022
Mayor Sarmiento and Santa Ana City Councilmembers
City of Santa Ana
20 Civic Center Plaza, 81h Floor
Santa Ana CA 92702
Subject: Agenda Item 36,Adopt a Resolution of City Council Ward Boundaries Map
On Friday March 111h a map was added to the Special City Council Meeting agenda package within a few hours of the
start of the meeting. Public comments were non-existent, most likely due to the late arrival. This map, 118741 (now
referred as N2), was approved during the meeting and is now being presented to you for adoption of a resolution and
first reading approval of an ordinance establishing new ward boundary lines. A request was sent to you on March 14th
asking that you reconsider the last-minute tweaks that were discussed at the March 11th meeting.
Councilmember Hernandez requested the area west of Jerome Park, represented by the Bella Vista Neighborhood
Association, be kept intact by moving the boundary west to Sullivan. This change by Councilmember Hernandez was
rejected. It was incorrectly interpreted as splitting up the Sullivan community.
The other area that was modified impacted the Lyon Street Neighborhood Association. What was adopted at the end of
the meeting was to add the area south of 1st and east of Lyon to District 3. Doing so unnecessarily splits this Association.
The City might consider adding French Court to District 3, while keeping the Lyon Street Neighborhood Association
intact. This change is supported by the numbers.
I have only looked at the verbal descriptions in Exhibit B for two Districts: 2 and 5. The descriptions provided DO NOT
MATCH the maps.
My interest in this process is keeping neighborhood associations intact. Councilmember Hernandez's recommendation
to keep the Bella Vista Neighborhood Association intact should be looked at again. Splitting the Lyon St Neighborhood
Association should not be allowed.
aTI st
The public was not allowed proper input on Map N2. I have no vested interest in these
recommendations as I do not own property within the impacted wards. For the good of the
City and its existing communities of interest, I respectfully request you reconsider the long- sT. ,
term impacts of the decisions made by the Council and discussed above.
M{,t ADULN A'J
EDINGER A.V.
Dale A Helvig
Resident, Santa Ana
cc: Kristine Ridge Steven Mendoza Daisy Gomez
City Manager, Santa Ana Assistant City Manager, Santa Ana Clerk of the Council, Santa Ana
Sonia Carvalho Minh Thai
City Attorney, Santa Ana Executive Director, Planning
