EXHIBIT A <br />Health Equity and Literacy (HEAL) Project: Orange County Asian and Pacific Islander <br />Community Alliance (OCAPICA) Scope of Work <br />The Orange County Asian and Pacific Islander Community Alliance (OCAPICA) is pleased to <br />be a partner with the City of Santa Ana on the HEAL-OC Project, funded by the DHHS Office of <br />Minority Health. <br />OCAPICA is the largest Asian American and Pacific Islander (AAPI) serving nonprofit <br />organization in Orange County. OCAPICA serves more than 55,000 diverse community <br />members in 26 languages on an annual basis in the areas of health, mental health, workforce <br />development, civic engagement, youth leadership and development, and housing. <br />OCAPICA leads the Orange County API COVID-19 Task Force made up of nine community <br />based organizations. In the past year, the API Task Force educated more than 88,000 AAPI <br />community members about COVID-19, tested more than 25,000, and vaccinated more than <br />60,000. In addition, OCAPICA leads a large AAPI coalition made up of over 30 community <br />organizations and education institutions. OCAPICA will involve both the API Task Force as <br />well as our AAPI Coalition in the HEAL-OC efforts. <br />OCAPICA is a former National CDC Center of Excellence addressing disparities in health <br />among racial and ethnic populations. OCAPICA also has led several community based <br />participatory research efforts that address social determinants of health as well as language <br />access. <br />For the HEAL-OC program, OCAPICA will help to lead the Population Health track to develop <br />and implement a Population Health Literacy Plan in community settings to improve access and <br />use of COVID-19 health resources. OCAPICA and other HEAL partners will work to develop <br />culturally and linguistically appropriate health literacy interventions to reduce gaps in COVID- <br />19 testing and vaccination. OCAPICA will also work on all other aspects of the program <br />including participating on the steering committee, supporting the development of the Health <br />Literacy Surveillance and Intervention Plan, and working with our other AAPI community <br />partners to implement and evaluate the interventions to determine efficacy and outcomes. <br />OCAPICA and its partners will implement and hold community forums, mobile vaccination <br />hubs, call centers, and direct outreach activities to also implement our health literacy <br />interventions. <br />OCAPICA will have two bilingual staff who will work closely with community members to <br />involve them in the program, implement evaluation methods to gather data in the development of <br />our health literacy plan and interventions, and implement our interventions. OCAPICA's <br />Executive Director and program leadership team members will also participate in leading the <br />Population Health track and development of the Health Literacy Plan. <br />
