Latino Health Access Weekly Food Distribution Program <br />RFP 22-009A Rr VIVC Santa Ana: Food Supply/Distribution Programs <br />By operating a weekly food distribution program and tracking services provided to working-class <br />individuals in Santa Ana, Latino Health Access program staff and evaluation department is able <br />to provide the required initial report that describes efforts to date to promote equity in the <br />services to disproportionately impacted communities, as required by the Compliance and <br />Reporting Guidance. Our program is intended to mitigate food insecurity in households within <br />the City of Santa Ana and falls within the types of programs explicitly mentioned under the <br />"Negative Economic Impacts" category. The guidelines also specify integrating strategies that <br />advance racial equity. LHA's focus on Latinx and immigrant populations advance this goal. <br />2. The proposal shall include details on how the organization will service people in a <br />Qualified Service Tract (QCT) (See link for below for map). If service is not in a QCT, how <br />will the organization support their determination that the pandemic resulted in <br />disproportionate public health or economic outcomes to the specific population, household, <br />or geographic area served. <br />Services proposed will primarily be implemented in <br />the 92701 Zip Code and in similar Zip Codes in the <br />City of Santa Ana, which include numerous QCTs. <br />We have intentionally selected these geographic areas <br />because they are those with the most social <br />vulnerabilities that provide a context for food <br />insecurity. The map shown (left) represents the <br />primary service area and is inclusive of the <br />geographic location of LHA's two service sites. The <br />map shows the food insecurity index by Census Tract, <br />where central Santa Ana's census tracts have higher <br />food insecurity than in surrounding areas. <br />2. The proposal shall include details on how the organization will comply with 2 CFR part <br />200 (Uniform Administrative Requirements) <br />Latino Health Access is experienced in managing public funds, including those that are granted <br />by federal agencies. Fulfillment of the Uniform Administrative Requirements will be ensured by <br />a team that includes the Chief Program Officer, the Program Coordinator, and the Director of <br />Finance. LHA maintains an active System for Award Management account and has in place the <br />appropriate policies and procedures to abide by the required fiscal guidelines and cost principles. <br />LHA will conduct the required federal awards audit in a timely manner and maintain current staff <br />training to ensure compliance. <br />
