RESOLUTION 2022-001 <br />A RESOLUTION OF THE HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA APPROVING THE SUBMISSION OF <br />THE ANNUAL PLAN FOR FISCAL YEAR 2022-2023 <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA, AS FOLLOWS: <br />Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The Housing Authority of the City of Santa Ana (the "Authority") is required by <br />the U.S. Department of Housing and Urban Development ("HUD") to have an <br />Annual Plan due to the fact that the Authority administers a Housing Choice <br />Voucher ("HCV') Rental Assistance Program. <br />B. The purpose of the Authority's Annual Plan is to advise HUD, program <br />participants and members of the public of its mission and strategy to serve the <br />needs of very low-income families. It provides information about the current <br />operations of the Authority, including programs, participants, services for the <br />upcoming year, and any operational or tenant concerns. <br />C. The Authority is required to review its operations and needs for the Annual Plan <br />with input from HCV participants. Three (3) Resident Advisory Board Meetings <br />were held on February 2, 2022, with responses incorporated into the Annual <br />Plan, as required by HUD regulations. <br />D. HUD regulations require a forty-five (45) day public comment period. On <br />February 19, 2022, notification was published in the San Bernardino Sun that <br />the draft plan was available for public review. On February 23, 2022, <br />notification was also published in the Orange County Register and La Opinion <br />newspapers, and on February 24, 2022, notification was further published in <br />the Nguoi Viet newspaper, that the draft plan was available for public review. <br />The public comment period ended on April 5, 2022. Further, a public hearing <br />was held by the Housing Authority on April 5, 2022, and all comments received <br />at the hearing are included in the final documents to be submitted to HUD. <br />Section 2. The Annual Plan for Fiscal Year 2022-2023 of the Housing Authority <br />of the City of Santa Ana is hereby approved and adopted. Said Annual Plan shall be <br />submitted by the Authority to HUD. <br />Section 3. This Resolution shall take effect immediately upon its adoption by <br />the Authority Board, and the Recording Secretary for the Authority shall attest to and <br />certify the vote adopting this Resolution. <br />Resolution 2022-001 <br />Page 1 of 2 <br />
