Center Street <br />Santa Ana, CA 92703 <br />Dear Mr. Barrera: <br />Reference: Proposal to Evaluate a Water Interconnection with Moulton Niguel Water District <br />As requested during our meeting of March 8, 2022, Stantec is pleased to provide you with <br />this letter proposal for professional engineering services to support the City of Santa <br />Ana's (City) investigation into an emergency water interconnection with the Moulton <br />Niguel Water District (MNWD). Our proposed scope of services is based on our meeting <br />and our understanding of the City's needs. Our experience with negotiating wholesale <br />water agreements and reviewing water system engineering designs will help the City <br />determine if the proposed interconnection will provide improved access to infrastructure, <br />operational flexibility, and improve the financial position of the City to the benefit of the <br />water fund and rate payers. <br />The reviews and evaluations described in the scope below are intended to help inform <br />City staff, including the City Attorney, and the City Council, as they make business <br />decisions regarding proposed service agreements with neighboring water utilities. Our <br />services are not intended to supplant the legal review and evaluation of any draft <br />agreements between the City and MNWD or other stakeholders, conducted by the City <br />Attorney or other legal counsel secured by the City. <br />Scope of Services <br />The scope of work will cover a range of tasks as summarized below. Any of these items <br />may require more work than what is available in the budget, therefore, work will continue <br />under this agreement up until the budget limit is met. No work beyond the approved <br />budget will be performed without prior written authorization from the City. <br />Task 1—Project Administration <br />Provide meeting scheduling and meeting agendas as needed.
